In Irvine the Expensive Thing Is a Village, and the House Sits Inside It


Almost every other city in Orange County sells a house and an address. Irvine sells a house, an address, a rulebook and a set of obligations, and a buyer at this level is choosing all four.

Irvine was planned before it was built. The city is organised into villages radiating from the university, each with its own schools, its own commercial centre and a consistent architectural theme, separated from its neighbours by six lane arterials. At the top of the market that structure is the product. A buyer is not comparing two houses, they are comparing Shady Canyon against Turtle Ridge against Orchard Hills, and only then comparing the houses inside the one they chose.

Shady Canyon, opened 2001, is the exception that proves how the rest works. Roughly four hundred custom homes sit behind a guarded gate around a private three hundred acre golf club, and it is the only true custom home village in Irvine. Because the homes were individually designed, two properties a street apart are genuinely not comparable, and a valuation built from a village average is not a valuation at all. Everywhere else in the city, including at the highest end, the underlying product is planned product with elevations drawn from a set.

Orchard Hills, opened 2014, is the other pole. It occupies the highest point in the city among roughly nine hundred acres of working avocado orchards, with a Mediterranean retail centre, ocean views and a gated Groves enclave inside it. Turtle Ridge, 2003, holds the San Joaquin Hills with a coastal microclimate and ocean to mountain views. Laguna Altura, 2011, is gated and sits closest to Laguna Beach. Each has a distinct buyer, and those buyers rarely cross over.

What comes with all of it is architectural control, and it is real. An owner who changed a front elevation, a driveway, a fence, a window or the paint without association approval will be asked to bring the work into compliance, and a buyer can ask for the same thing in a repair request. At this level the change is usually expensive and usually visible, which is why the association file gets pulled in the first week of a listing rather than after acceptance.

The assessments are the second half of the same fact. Most Irvine parcels sit under a master association and a large number sit under a sub association as well, both governed by the Davis Stirling Common Interest Development Act, and the city expressly puts the burden on the owner to determine what a property is subject to. In the villages built after 1988 a Community Facilities District special tax sits on top of that. The pre 1988 core, University Park, Turtle Rock, El Camino Real, most of Northwood and most of Woodbridge, generally carries little or none.

The newest fact on the list is the fire map. Irvine adopted the updated CAL FIRE maps by ordinance in June 2025, effective 23 July 2025, replacing the 2012 map, and the update expanded zones into eight areas: Orchard Hills, Woodbury, Portola Springs, Quail Hill, Turtle Rock, Laguna Altura, Los Olivos and Irvine Spectrum. Several of those are exactly where the top of the market lives. A High or Very High designation brings defensible space documentation and the fire hardening disclosure at transfer, and the buyer's insurer will raise it first.

How a High Value Irvine Property Is Brought to Market


A property at this level is marketed to a pool small enough to count. That changes the order of the work: everything that could stall a serious buyer is answered on paper before a camera is booked, because there is no second wave of interest to fall back on.

Establish what the property is on paper

Pull the preliminary title report, the permit jacket, approved plans, inspection log and final from Irvine Building and Safety at 1 Civic Center Plaza, and compare the result against the Assessor's recorded square footage. Confirm the master association and any sub association, the Community Facilities District position by APN, and the fire hazard severity zone under the map effective 23 July 2025.

Prepare only what changes the answer

Paint, landscape restoration, glass, lighting and floor refinishing are worth doing because a camera and an inspector both register them. Speculative kitchen and bathroom remodels rarely are, and at this level a half finished renovation reads worse than an honest original. Anything structural or exterior needs association approval first, which is a submittal, not a phone call.

Commission the photography and the film

Architecture is shot at the hour the house was designed for, which in the hillside villages means a second visit rather than a longer first one. The set covers stills, a short film, aerial context showing the village and the terrain, and floor plans drawn to the measured area. A property that will be bought from another state is bought on this before anything else.

Write the positioning before the price conversation

Positioning is the argument for why this property and not the other one the buyer is weighing. In Irvine that argument is usually the village, the lot, the orientation and the view corridor, in that order. It is written first because every later decision, the print, the language, the outreach list, is downstream of it.

Showings are appointment only, accompanied, and preceded by proof of funds or a lender letter written by someone who has actually seen the file. This is not gatekeeping for its own sake. It keeps the occupied property private, it keeps the showing feedback honest, and it stops a seller reorganising a household for a visitor who was never a buyer.

Take offers on terms, not on the headline

At this level the headline number is often the least informative part of an offer. What decides the outcome is the length and content of the inspection period, the appraisal position, the source and seasoning of funds, whether a sale elsewhere is a condition, and the rent back or possession request. A weaker headline with clean terms closes more often than the reverse.

Hold the escrow together through due diligence

Expect a general inspection plus specialists: roof, pool, sewer camera, and on the older villages an electrical and supply piping review. Expect the association resale packet to be read line by line, expect an appraiser who does not know the village, and expect the fire zone documentation to be raised by the buyer's insurer before it is raised by the buyer.

Close, and hand over the file that was built

The permit record, the approved plans, the association approvals, the special tax notice obtained from the City of Irvine and the defensible space documentation go to the buyer as a package. That file is the reason the sale did not renegotiate at day twelve, and it is worth as much to the next owner as it was to this one.

Each one attracts a different buyer, and those buyers rarely shortlist more than two. These are the villages that appear most often at this level, with what each does to a sale.

Shady Canyon

2001. Roughly four hundred custom homes behind a guarded gate, wrapped around a private three hundred acre golf club. The only true custom home village in Irvine, and the only one where two neighbouring properties are genuinely not comparable.

Orchard Hills

2014. The highest point in the city, among roughly nine hundred acres of working avocado orchards, with a Mediterranean retail centre and ocean views. Carries a special tax and sits inside the 2025 fire zone expansion.

The Groves at Orchard Hills

The gated enclave inside Orchard Hills. Larger elevations, orchard frontage and the longest sightlines in the village. Buyers ask for the gate by name, which narrows the pool and lengthens the calendar rather than shortening it.

Turtle Ridge

2003, on the San Joaquin Hills, with a coastal microclimate, ocean to mountain views and the Sepulveda Vista Point. Modern systems throughout, so diligence runs on assessments and approvals rather than on defects.

Quail Hill

2003, beside the seven hundred acre Quail Hill Preserve, with its own retail centre. Inside the 2025 fire hazard severity zone expansion, so defensible space documentation is now part of a sale here.

Laguna Altura

2011. Gated, at the freeway junction, the closest Irvine village to Laguna Beach. Special tax, tight architectural control, and a buyer pool that is usually weighing it against the coastal cities rather than against other Irvine villages.

Turtle Rock

1967, the first hillside village, laid out to hold the ridgelines with canyon and coastal access. Generally free of special tax, and newly inside the 2025 fire map, which surprises owners who have held here for decades.

Woodbury

2004, built around a thirty acre Commons and named Best Master Planned Community in 2005. Carries a special tax, and portions sit inside the expanded fire hazard map, so the disclosure stack is full.

Portola Springs

2006. Five enclaves framed by native habitat around a sports park and community centre. Special tax throughout, and inside the 2025 fire zone expansion. The newest phases still carry developer influence on the board.

Northwood

1970, defined by the century old eucalyptus windrows, with the Hicks Canyon and Venta Spur trails. Most of it free of special tax. The larger older lots here are the quiet end of the Irvine top of market.

University Park

The first village, 1966. Greenbelts, low density and a walk to UCI. Generally free of special tax, and the stock is old enough that a high value sale here is usually a rebuild or a deep remodel.

Woodbridge

1975, four quadrants around two artificial lakes with a large village association. The deepest buyer pool in the city, which is why an unusual property here still finds its audience without leaving the open market.

Eastwood

2016. Over fifteen thousand planted trees, with an eighty foot floss silk tree preserved as a park anchor. Newest systems, layered assessments, and architectural review that reaches almost every exterior change.

Stonegate and Cypress Village

2011 and 2013. Compact detached and paired product organised around schools and pools, with resort styling and the Jeffrey Open Space Trail. Layered assessments, and any change made without a submittal will surface in the resale documents.

Great Park Neighborhoods

Pavilion Park, Beacon Park, Parasol Park, Cadence Park, Novel Park, Rise, Solis Park and Luna Park, on the former MCAS El Toro. Financed through CFD No. 2013-3, which falls sharply once the bonds are repaid but does not fully sunset.

Irvine Business Complex towers

The Plaza, Central Park West, The Marquee and The Metropolitan. High rise ownership near John Wayne Airport, inside the airport influence area, and served by Santa Ana Unified rather than Irvine Unified.

University Hills

Not conventional ownership and never to be marketed as such. The University of California owns the land, owners hold a leasehold through the Irvine Campus Housing Authority, buyers must be University employees, and ICHA calculates a Maximum Resale Price.

Six Records That Decide an Expensive Irvine Sale Before the Offer Does

None of these are about the market. Each one is a document that exists whether or not the seller has read it, and at this level the buyer's side always reads it.

The architectural file does not match the house

Irvine architectural control reaches the front elevation, driveways, fences, windows, patio covers, hardscape and paint. An owner who spent significantly on the exterior over ten years usually did it in stages, often with a good contractor and a city permit, and frequently without an association submittal.

The association can require the work to be brought into compliance and a buyer can ask for the same thing in writing. On an expensive property the remedy is not a credit, it is a rebuild of something the seller liked. Pull the association file in week one, and where an approval is missing, apply for it before the property is photographed.

The permit record and the marketed square footage disagree

Converted garages are less common in Irvine than in the older coastal cities because enforcement is tighter, but unpermitted patio enclosures, casitas, third car garage conversions and ADU work do appear, and they appear on exactly the properties that market on space.

Request the permit jacket, the approved plans, the inspection log and the final from Building and Safety by address and APN, and cross check against the Assessor's recorded square footage. If the two do not agree, the marketing uses the defensible figure and the difference is disclosed. Marketing a number the record does not support is how an appraisal fails at day twenty.

The special tax notice was taken off the tax bill

Civil Code 1102.6b requires the seller to make a good faith effort to obtain a disclosure notice from each agency levying a Mello Roos special tax or a 1915 Act assessment and to deliver it to the buyer. The line item on the Orange County tax bill is not that notice.

This is the most common Irvine disclosure defect at every price level. Confirm the district parcel by parcel by APN against the Orange County Treasurer Tax Collector record, then obtain the notice from the City of Irvine as the levying agency. Village level lists circulating online are leads, not disclosures.

The fire map moved under the view villages

Irvine replaced the 2012 map by ordinance in June 2025, effective 23 July 2025, and expanded zones into Orchard Hills, Woodbury, Portola Springs, Quail Hill, Turtle Rock, Laguna Altura, Los Olivos and Irvine Spectrum. Several of those are where the highest value property in the city sits.

A High or Very High parcel now carries defensible space documentation under Civil Code 1102.19 and, since 1 July 2025, a fire hardening disclosure covering completed retrofits and known vulnerabilities such as eave gaps, non tempered glazing, roofing that is not Class A and combustible landscaping within five feet. Insurance is the first thing an out of state buyer asks about.

Two associations, two packets, and a board the developer still controls

Most Irvine parcels sit under a master association and many under a sub association as well. Both produce a resale packet with budgets, reserve studies and minutes, and both have to be ordered rather than assumed. Ordering them at the start of the listing rather than after acceptance is usually worth two to three weeks of calendar.

In the newer villages the developer controls the board until the turnover conditions in the governing documents are met. That has to be disclosed in the packet, and a buyer's lender will ask about it. A seller who does not know the answer looks unprepared on the one document a cautious buyer reads closely.

The district boundary does not follow the city line

Northpark and West Irvine sit inside Tustin Unified, with Myford and Hicks Canyon elementaries, Pioneer Middle and Beckman High. Several Irvine Business Complex towers, The Plaza, Central Park West, The Marquee and The Metropolitan among them, sit inside Santa Ana Unified. Everything else is Irvine Unified.

At this level the buyer is frequently relocating and has chosen the city on the strength of the schools. A buyer who wrote the offer expecting one district and discovered another during their own inquiry period will cancel, and the seller absorbs the lost calendar. Confirm by address with the district before anything goes into marketing.

The decision

Openly, or Quietly. Both Work, and Both Cost Something.


This is the first real decision a seller at this level makes, and it is usually made for the wrong reason. Here is what each route actually does, and what each one takes away.

Marketed openly

An open campaign puts the property in the multiple listing service, syndicates it to the consumer portals, and pushes it out through Luxury Portfolio International, the Leading Real Estate Companies of the World network and Who's Who in Luxury Real Estate, alongside print, direct outreach to the agents who hold relocating buyers, and the First Team Real Estate network across Orange County. Every agent in the county can see it and can bring a client to it.

This is the right route for almost every seller, and the reason is arithmetic rather than ideology. The buyer pool for an Irvine property at this level is small and a large part of it lives out of state or out of the country. You cannot reach a buyer in Seattle or Singapore by telling forty local agents quietly. Broad exposure is also what makes the eventual number defensible, to a co owner, to a lender, to an appraiser, and to whoever asks about it two years later.

It is also the route that produces genuine competition. Two interested parties who know about each other change the terms, not just the headline: shorter inspection periods, larger deposits, cleaner appraisal positions. A single quietly sourced buyer negotiates against nobody.

The honest cost is privacy and market time. The property becomes public, the days on market become public, and if it does not sell in the first cycle that history is visible. Neighbours will know. An occupied household absorbs appointment only showings for months. A seller who cannot tolerate that should say so at the start, because the answer changes the plan rather than the effort.

Marketed privately

A private campaign keeps the property off the public portals and works it through a defined list: the network agents who represent buyers at this level, the firms inside Luxury Portfolio International and Leading Real Estate Companies of the World, and named individuals with a known interest in that specific village. Showings are by appointment with proof of funds established before an address is released.

It suits a genuinely narrow set of circumstances. A public figure or an owner with a security concern. A household where a move is not yet announced to an employer, a school or a family. A property so unusual, and Shady Canyon produces most of these, that the buyer pool is a list of names rather than a market. In those cases the discretion is the point and it is worth paying for.

The mechanics have to be handled properly. In California a seller who instructs an agent to withhold a listing from the multiple listing service signs a written seller instruction, and that document is part of the file rather than an understanding. A private campaign that is not documented is a problem for the seller, not only for the agent.

The honest cost is the one nobody wants stated plainly. A smaller audience produces fewer offers, and fewer offers usually produce a softer number and softer terms. If the property later comes to the open market it arrives with a history: buyers who saw it privately and passed, and agents who already have a view. Choose privacy because you need privacy, not because you expect it to sell better.

Why this office

A Small Buyer Pool Is Not Reached by Waiting for It

The named vulnerabilities include gaps in eaves, siding or roofing, non tempered windows, roofing that is not Class A, combustible landscaping within five feet of the structure, and gutter conditions. It is a factual statement about your house, so it is answered from an inspection rather than from memory.

How long should I expect an expensive Irvine property to take?

Longer than an ordinary listing, and the reason is the size of the pool rather than the condition of the house. At this level the buyers for one village in one month can often be counted, and a meaningful share of them are relocating, which adds a travel calendar and frequently a sale somewhere else. That is why the preparation and the documentary work happen before launch. A property that comes out unprepared does not simply wait for the market, it spends the pool it had.

Why does an inspection period matter more on an expensive house, not less?

Because everything scales. The roof is larger, the pool and its equipment are more complex, the systems are more numerous, the landscape has irrigation and lighting infrastructure, and a single deferred item costs a multiple of what the same item costs on an ordinary house. A buyer at this level should run a general inspection plus specialists, and on the older villages that means an electrical and supply piping review as well. A short inspection period is a concession that gets paid for later.

What should a buyer inspect in the older Irvine villages specifically?

The 1966 to 1979 villages, University Park, Turtle Rock, El Camino Real, Northwood, Rancho San Joaquin and the first Woodbridge phases, carry the classic era items: aluminium branch wiring in anything permitted from 1965 into the mid 1970s, Federal Pacific and Zinsco panels, galvanised supply lines, cast iron drains, original aluminium sliders and asbestos era materials. Post tension slabs appear from the 1970s onward and must never be cut for a plumbing repair without a scan first. The 1978 to mid 1995 stock carries polybutylene supply piping.

Do I have to give up privacy to sell openly?

You give up some of it, and the plan should protect the rest. Showings are appointment only and accompanied, proof of funds or a lender letter is established before an address goes out, and interior imagery is controlled so that a household is not published in detail. What you cannot control on an open campaign is that the property is public, the market time is public, and the neighbours will know. That is the trade, and it should be made deliberately at the start rather than discovered in week three.

Which school district serves an Irvine address?

Do not answer that from the city name. Irvine Unified serves most of the city, Tustin Unified serves Northpark and West Irvine with Myford and Hicks Canyon elementaries, Pioneer Middle and Beckman High, and Santa Ana Unified serves several Irvine Business Complex towers including The Plaza, Central Park West, The Marquee and The Metropolitan. Boundaries move. Confirm by address with the district before it appears in marketing, because a relocating buyer who chose the city on schools will cancel over it.

Can a University Hills house be sold like any other Irvine property?

No, and it should never be marketed as though it can. The University of California owns the land and homeowners hold a leasehold through the Irvine Campus Housing Authority. Purchase eligibility is restricted to full time University employees in a defined priority order, and ICHA calculates a Maximum Resale Price for a current owner. The resale price mechanism is not the market. Establish the ICHA position before a valuation is discussed, not after.

What is the single most common mistake at this level in Irvine?

Launching before the paperwork is reconciled. The permit jacket against the Assessor's square footage, the association approvals against what is actually built, the special tax notice from the city rather than from the tax bill, and the fire zone status under the current map. Each of those is a week of work in advance and a cancellation later. The buyer pool is small enough that a property which has to be relaunched has already spent most of the attention it was going to get.
